Hiwa Qarani

Mr. Hiwa Qarani Abdullah serves as the head of the Raparin Independent Administration, overseeing regional governance and public sector operations.
Since January 2018, he has directed the Raparin Independent administration. Prior to this position, he served as the District Governor of Ranya from 2012 until January 2018. Between 2005 and 2012, he held senior local executive roles as the Subdistrict Director for both Sarkapkan and Nawdasht sub-districts.

Mr. Hiwa began his career in public service in 2003 as an Assistant Judge at the Ranya Court of First Instance, where he served until 2005. He
completed his legal studies at the University of Slemani, earning a Bachelor's degree in Law in 2002.
