Dr. Rozhgar Ahmed Mahmood

Dr. Rozhgar Ahmed Mahmood is a legal scholar, researcher, and university lecturer with over 13 years of experience in higher legal education. She currently teaches at the College of Law at the University of Raparin in the Kurdistan Region of Iraq. Her expertise encompasses constitutional law, international law, environmental law, human rights, public finance, governance, and comparative law.
Dr. Mahmood earned her undergraduate law degree from the University of Sulaimani, completed a leadership-development program with DePaul University, and participated in international legal competitions in Washington, D.C. Through the Kurdistan Regional Government's capacity-building program, she earned her LL.M. in International Law and subsequently her Ph.D. in Law from the University of Sheffield, United Kingdom.
A member of the Environmental Law Lecturers in the MENA Region, Dr. Mahmood has published scholarly work on regional environmental issues through Cambridge University Press. Her research focuses on the intersection of law, constitutional development, environmental protection, and public policy.
