Vusal Rustamov drives innovation in Azerbaijan's public services and startup ecosystem as the Executive Director of the Innovations Center under the State Agency for Public Services and Social Innovations ('ASAN'). He oversees a portfolio of digital public service platforms, including 'ASAN Kommunal,' 'ASAN Visa,' 'ASAN Pay,' and 'ASAN Radio.'

Rustamov also directs Innoland Incubation and Acceleration Center and the ASAN Innovative Development Center, fostering Azerbaijan's startup ecosystem and delivering innovative training. In partnership with the T3 Foundation, he supports the 'Bilim Baki Center', promoting STEM education for students.

His diverse professional background includes finance at SOFAZ, international oil trading and logistics, and founding a globally recognized gaming startup.

A 'President' Scholarship recipient, he graduated with distinction from UNEC and earned an MBA with Magna Cum Laude honours from IUG, Switzerland, under Azerbaijan's State Education Program.
